Preheat the oven to 375°F (190°C).

Line a rimmed baking sheet with parchment paper.

Combine the breadcrumbs and milk in a large bowl.

Let the mixture stand for 2 minutes.

Add the ground beef, egg, onion, ketchup, Worcestershire sauce, garlic, salt, and pepper.

Mix gently until combined.

Shape the mixture into a compact oval loaf about 8 inches long.

Place the loaf on the prepared baking sheet.

Bake for 35 minutes.

Remove the baking sheet from the oven.

Cut the puff pastry into strips about 1/2 inch wide.
